Commercial Diving Association (Singapore)
The Commercial Diving Association (Singapore) CDA(S) was established in 2009 and was formally registered in January 2010.
CDA(S) serves as the representative industry body for commercial diving companies in Singapore. The Association is dedicated to advancing the highest standards of safety, professionalism, and operational excellence across the sector. Through structured collaboration among member companies and alignment with national regulatory frameworks, CDA(S) promotes the consistent adoption of recognised industry best practices.
The commercial diving industry in Singapore comprises a diverse range of specialised sectors, including ship husbandry, shipyard operations, marine salvage, marine engineering, and inland utilities. Given the varied nature of these operations, best practices must be tailored to each company’s risk profile and operational requirements.
Notwithstanding these differences, CDA(S) mandates that all member companies conduct diving operations in strict compliance with Singapore Standard SS 511: Code of Practice for Diving at Work, issued by the Singapore Standards Council. This standard establishes the minimum baseline for safety and operational integrity. Member companies are further encouraged to strengthen this foundation through the implementation of enhanced procedures and controls aligned with their specific operational environments.
Through professional leadership, advocacy, and industry collaboration, CDA(S) aims to strengthen the competitiveness, credibility, and sustainability of Singapore’s commercial diving industry at both regional and international levels.
A principal pillar of CDAS is the promotion, development, and continuous enhancement of workplace safety and health standards through the systematic evaluation of industry best practices, emerging trends, international collaborations, advancements in medical and occupational health knowledge, equipment assessment, and the implementation of structured training programmes.
The Executive Committee is duly constituted in accordance with the governing instruments of the organisation and comprises qualified industry professionals and duly recognised Subject Matter Experts possessing the requisite expertise, experience, and professional standing to discharge their fiduciary and governance responsibilities effectively. Singapore & International Safety Standards
The Commercial Diving Association (Singapore) CDA(S) is firmly committed to advancing and upholding statutory safety standards within Singapore’s commercial diving sector. The Association operates within the regulatory framework established by the Singapore Ministry of Manpower (MOM) and in accordance with the Workplace Safety and Health Act 2006 (WSH Act), including its subsidiary legislation, regulations, and approved codes of practice.
CDA(S) supports the national Workplace Safety and Health (WSH) regime by promoting compliance with all applicable legislative requirements governing diving operations, risk management, training standards, competency certification, and incident reporting. The Association actively reinforces regulatory enforcement objectives by advocating adherence to mandatory safety management systems, hazard identification and risk control measures, and continuous professional competency development.
In its role as an industry body, CDA(S) works in close consultation with relevant government authorities, regulatory agencies, and statutory boards to ensure that commercial diving operations are conducted in strict observance of Singapore law. The Association also contributes to policy dialogue and industry feedback mechanisms where appropriate, strengthening regulatory clarity and sector-wide accountability.
At the international level, CDA(S) engages with recognised international diving and occupational safety organisations to align Singapore’s commercial diving practices with internationally accepted standards, conventions, and best-practice frameworks. This alignment ensures regulatory robustness, cross-border operational compatibility, and continued enhancement of safety governance within the sector.
